What this is trying to say is that you need to stand up and the right moment and speak up also at the right time.For example you see some random person is getting pick on on school during lunch. You need to stand up and speak up at the exact moment you see it don't wait for next day or the next week. Speak up right away when you see it and say the correct words to speak up. And probably they may understand that, that is wrong and they will stop. Any ways you need to speak up at the right time and the right moment.
